Drive north on State Highway 5 this July and you will notice two things at once. There is a smooth, nearly empty stretch of pavement running east of the highway that was not there last summer. Fairview added a major road, rebranded its shopping district, and gave 34 chefs a home this year, but the small-town rules that make July feel like Fairview July have not moved an inch.
